Senior Consultant, Public Financial Management and Strategic Development

About the role

Kommuneqarfik Sermersooq, Greenland's largest municipality, is hiring an experienced senior consultant to strengthen its financial management and provide a solid basis for decisions by leadership and politicians. The position is new, so you will help shape its scope and work closely with the head of finance, the board and the political level. It sits within the finance department, which has about 28 people.

Key responsibilities

• Coordinate and quality-assure the municipality's budgeting and budget monitoring
• Prepare economic and statistical analyses and decision support for leadership and politicians
• Develop the financial management system, principles and budget models, including a new model linking the budget to demographic development
• Develop management information, forecasts and control tools
• Analyse the economic consequences of legislation, reforms and political decisions
• Advise the head of finance, the board and politicians, and contribute to cross-departmental strategic projects

Required profile

• At least 5 years of experience in financial management, analysis and development, preferably in a municipality, self-governance body or other politically led organisation
• Higher education in economics, public administration, social sciences or equivalent
• Experience developing financial control models and turning them into practice
• Strong analytical skills, project and process management, and the ability to explain finance clearly to non-experts
• Political savvy and the ability to deliver quality under pressure; a criminal record check is required before starting

Required skills

• Budgeting, budget monitoring and accounting in a public organisation
• Excel and experience with financial systems and reporting tools
• Nice to have: knowledge of Greenlandic society and inter-municipal finances, consequence calculations, Power BI dashboards, and bilingualism in Greenlandic and Danish
